Suspens\u00e3o vale a partir da pr\u00f3xima sexta-feira (21).<\/em><\/p>\n

A Ag\u00eancia Nacional de Sa\u00fade Suplementar (ANS) anunciou nesta ter\u00e7a-feira (18) a suspens\u00e3o da venda, por tr\u00eas meses, de 111 planos de sa\u00fade, administrados por 47 operadoras. A medida foi tomada por descumprimento de prazos estabelecidos para atendimento m\u00e9dico, realiza\u00e7\u00e3o de exames e interna\u00e7\u00f5es, al\u00e9m de negativas indevidas de cobertura. A medida vale a partir desta sexta (21).<\/p>\n

\nEste \u00e9 o 8\u00ba ciclo de monitoramento divulgado pela ag\u00eancia. Dos 111 planos, 28 j\u00e1 haviam sido suspensos no ciclo anterior e v\u00e3o permanecer por mais tr\u00eas meses com a comercializa\u00e7\u00e3o proibida por n\u00e3o terem alcan\u00e7ado a melhora determinada pela ANS.<\/p>\n

Por outro lado, 77 planos de 10 operadoras conseguiram melhoraram a qualidade de seus servi\u00e7os e o atendimento a seus clientes no novo ciclo e, por isso, v\u00e3o poder voltar a ser comercializados.<\/p>\n

A suspens\u00e3o dos planos teve como base as 17.599 reclama\u00e7\u00f5es recebidas pela ANS entre 19 de agosto e 18 de dezembro de 2013. Esse volume de reclama\u00e7\u00f5es \u00e9 recorde e representa alta de 16% em rela\u00e7\u00e3o ao per\u00edodo de avalia\u00e7\u00e3o anterior. De acordo com a ANS, a suspens\u00e3o anunciada nesta ter\u00e7a beneficia 1,8 milh\u00e3o de clientes desses 111 planos de sa\u00fade, que devem ter um melhor atendimento.<\/p>\n

Com este oitavo ciclo, a a\u00e7\u00e3o da ANS que prev\u00ea a suspens\u00e3o dos planos completa dois anos. Desde o in\u00edcio das suspens\u00f5es, 783 planos de sa\u00fade, vendidos por 105 operadoras, foram punidos. Desse total, 623 receberam permiss\u00e3o para voltar a credenciar novos benefici\u00e1rios, pois apresentaram melhora no atendimento.
\nA suspens\u00e3o das vendas n\u00e3o afeta o atendimento aos atuais usu\u00e1rios desses planos de sa\u00fade, mas impede a inclus\u00e3o de novos clientes.<\/p>\n

Mudan\u00e7a de comportamento
\nO ministro da Sa\u00fade, Arthur Chioro, disse que o aumento no n\u00famero de reclama\u00e7\u00f5es verificado no per\u00edodo n\u00e3o \u00e9 sinal de piora no n\u00edvel de qualidade dos planos de sa\u00fade. Para ele, demonstra \u201cconsolida\u00e7\u00e3o\u201d da ANS como um canal usado pelos consumidores para buscar a melhora no atendimento.<\/p>\n

Chioro afirmou ainda que o objetivo da suspens\u00e3o n\u00e3o \u00e9 simplesmente punir as operadoras, mas lev\u00e1-las a oferecer produtos com mais qualidade.<\/p>\n

\u201cMais do que qualquer medida punitiva, a suspens\u00e3o objetiva ganhar a confian\u00e7a do consumidor e produzir mudan\u00e7a qualitativa no comportamento das operadoras\u201d, disse o ministro. Segundo ele, a ANS tem feito as operadoras de planos se anteciparem \u201cna oferta de servi\u00e7os mais qualificados\u201d para evitar as suspens\u00f5es.<\/p>\n

Como funciona
\nUma resolu\u00e7\u00e3o normativa publicada em dezembro de 2011 estabeleceu tempo m\u00e1ximo para marca\u00e7\u00e3o de exames, consultas e cirurgias. O prazo para uma consulta com um cl\u00ednico-geral, pediatra ou obstetra, por exemplo, n\u00e3o pode passar de sete dias.<\/p>\n

Para verificar o cumprimento da resolu\u00e7\u00e3o, a ANS vem monitorando os planos de sa\u00fade por meio de reclama\u00e7\u00f5es feitas em seus canais de relacionamento. E, a cada tr\u00eas meses, publica um relat\u00f3rio.
\nEm janeiro de 2013, o ent\u00e3o ministro da Sa\u00fade, Alexandre Padilha, anunciou a inclus\u00e3o de novos crit\u00e9rios para suspens\u00e3o, entre eles os casos em que os planos se negam a liberar o atendimento ao cliente, irregularidade na exig\u00eancia de car\u00eancia e n\u00e3o pagamento de reembolsos.
\nS\u00e3o punidas com a suspens\u00e3o da venda todas as operadoras que atingiram, por dois trimestres consecutivos, um \u00edndice de reclama\u00e7\u00e3o superior a 75% da mediana do setor apurada pela ANS. A puni\u00e7\u00e3o dura tr\u00eas meses, at\u00e9 que um novo relat\u00f3rio seja divulgado.
\nAl\u00e9m da proibi\u00e7\u00e3o, \u00e9 aplicada multa de R$ 80 mil por descumprimento da norma para cada reclama\u00e7\u00e3o comprovada. Se for um caso de urg\u00eancia ou emerg\u00eancia, a multa sobe para R$ 100 mil. Existem hoje no pa\u00eds 1.513 operadoras de planos para atendimento m\u00e9dico e hospitalar, com 50,3 milh\u00f5es de clientes no total.
